SUNORY OF MEETING HELD IN BETHESDA, MD. WITH FP&L ON tORCK 24, 1982 REGARDING FIRE PROTECTION The following agreements were'chieved:
1.
FP&L will revise the fire" protection responses to clearly identify the deviations from Appendix R using the criteria supplied at this meeting.
Action date by jqay 1, 1982.
2.
FP&L will submitaa description of the steps required to go to cold shutdown from the hot shutdown panel assuming the control room must be evacuated.
Aetio'n date by May 1, 1982.

FP&L will submit reasons explaining why the cold leg tmeperature indication is sufficient reactor coolant system temperature indication on the hot shutdown panel'.
Action date by May 1, 1982.
4.
FP&L will provide verification that FP&L's definition of associated circuits is in accordance with the definition and clarification given in NRC letter of Feb.
20, 1981.
Action date by May 1, 1982.
5.
FP&L will submit a list of the minimum equipment required to achieve cold shutdown.
Action date by May 1, 1982.
6.
FP&L willssubmit their detailed justifications for those fire protection items that may not be complete by core load.
Action date by April 15, 1982.
7.
FP&L will submit a detailed description of the emergency lighting that is u ed for fire protection per SRP 9.5.3.- Action date by t1ay 1, 1982.
8.
FP&L will implement a gC program for fire protection.
Date will be provided later.
9.
FP&L will submit the code dates for the NFPA codes used for design of the fire protection system.
Action date by tray 1, 1982.

FP&L will submit details of the fire brigade to be used for St. Lucie and the details of how they will be able to adequately respond to a fire in either unit including the worst case.
Action date by tray 1, 1982.
11.
FP&L will submit revised drawings to clearly indicate the existing fire areas.
These drawings will be used to explain the plant specific requirements for'fire bar rier s.
Action date by Hay 1, 1982.
12.
FP&L will revise comments'hat have been submitted in the FP&L letter (L-81-511, dated 12/4/81) that commented on the SER; these items are 9-3. 9-4, 9-5, 9-6, 9-7., 9 and 9-10.
The staff noted an unsatisfactory situation namely that FP&L scheduled certain fire protection items to be installed after core load.
FP&L was reminded that the Commission must act directly on these items if they are to be installed afte'r core load.
