Subject:
Endangered or Threatened Species Assessment - St. Lucie Plant Unit 2, Operating License Review Stage On December 9, 1981, a copy o'f the endangered species biological assessment for the St. Lucie Unit 2, Operating License Stage Review was sent to you.
You responded in a letter dated December 21, 1981 that additional information was needed to complete your review.
Enclosure A
to this letter provides respon'ses to your questions.
Additionally, subsequent to my letter of December 9, 1981 the applicant, Florida Power and Light Company, notified us that they planned to construct-a third intake pipeline.
Since this represented a change in the plant circulating water system and would result in potential disruption of nesting of marine turtles on the beach, we decided to update our biological assessment to include an eva'luation of the impact of construction and operation of the third intake pipeline on endangered species.
The update assessment is enclosed for your review (Enclosure B).
As stated in, the December 9, 1981 letter, the NRC staff has concluded that the remaining construction activities and the operation of both St. Lucie Units are not likely to have an adverse impact on threatened or endangered species known to inhabit or utilize the site, nor is any impact likely to occur to nearby habitat.
Specific 'monitoring programs and changes to existing programs "are recommended in the assessment.
Me understand that these recommend'ations will be reviewed by you, upon consideration of your comments regarding these recommendations an appropriate monitoring program will be included in the St. Lucie Environmental Protection Plan.
