50-335 and 50-389 Circulatin Water S stem Modification An application for modification of the St. Lucie Plant c sng water system has been submitted to the U. S.

Army Corps of Engineers, and to the State of Florida Department of Environmental Regulation for modification of the Florida Site Certification.

A request for a 5316(b) determination (Clean Water Act as amended-1977) as to the modification has been made to the Environmental Protection Agency.

Their findings will be included in the NPDES permit when it is issued with the Final Environmental Statement for St. Lucie Plant, Unit 2.

A description of the proposed modification and copies of the various permit applications are attached for your information.

Very truly yours, The Florida Power

& Light Company Environmental Review Group has reviewed the proposed modification and determined that the construction activity will not result in a significant adverse environmental impact not previously evaluated.

The proposed modification has also been reviewed pursuant to 10 CFR 50.59 and does not require a change to the St. Lucie Unit 1 Technical Specifications, or involve an unreviewed safety question.

Accordingly, FPL has concluded that NRC review and approval is not required and requests that you confirm the correctness of this view in writing.
