Your letter of January 22, 1982 indicates that it may only be possible to demonstrate core cooling for three hours.
We do not have sufficient information to conclude that this represents a reasonable period in which to expect restoration of ac power. It is currently our position that St, Lucie Unit 1 demonstr ate an ability to maintain core cooling for four hours without ac power.
This is consistent with the requirements for 5~. L St;: L'ucie Unit 2 as discussed in Supplement 1 to the St. Lucie Unit 2 SER dated December 1981.
Due tp design differences between St. Lucie Units 1
and 2, particularly safety in)ection tank release setpoints, the..Uhitr21analys'iscwhich"-,.we.'have accepted cannot be applied to Unit 1 for the four hour period; In addi<<
tion,no',details were provided which allow our review of the St..Lucie Unit 1 Station blackout analysis at the higher authorized power level of 2700 r~wt.
Therefore you are requested to submit an anhlysis af station blackout for St. Lucie.Unit 1 which demonstrates the ability to maintain core cooling for four hours without ac power.
Should you elect to provide additional detail supporting the restoration of ac power to St. Lucie 1 within a period shorter than four hours, you still must submit details of your station blackout analysis at the higher power level.
You are requested to submit this information within 45 days of receipt of the letter.
