FPL is requested to describe the connection between the condensate storage tanks and to verify that failure of the Unit 1

CST will not cause loss of water supply to Unit 2 CST.

~Res ense The NRC staff has reviewed and found acceptable the connection between the condensate storage tanks of Unit 1 and Unit 2 in the Safety Evaluation Report for Unit 2 contained in NUREG-0843 dated October 1981.

The connection between the two tanks is described in detail in the SER but is summarized below.

The cross tie of the Unit 2 CST to the Unit 1

CST was installed at the request of the NRC because the Unit 1

CST is not protected from vertical tornado missiles.

The connection is between the Unit 2 CST and the Unit 1 auxiliary feedwater pump suction lines through a protected underground line.

The tap in point is isolated from the Unit 1

CST by check valves so that failure of the Unit 1

CST will not affect the Unit 2 CST.

In addition, the manual valves from Unit 2 to Unit 1 are normally closed under administrative control.

FPL is requested to verify that procedures for transferring to the Unit 2 CST; as an alternate source of AFW, have been implemented at Unit 1..

Res onse 2

The AFW operating procedure (0700022 Rev.

9) does piovide instructions for supplying Unit 1

AFW pumps from the Unit 2 CST.

A change to also add these instructions to the Emergency Oper ating Procedure

0030142, RCS Cooldown during Blackout has been reviewed by the St. Lucie Facility Review Group.
