Minutes of meeting held on February 19, 1982 in Bethesda, Maryland between FPL and NRC to discuss dual licensing of St. Lucie Power Plant operators.

Attendees: See attached list.

(1) FPL (G. Boissy) presented a review of the history of FPL's dual licensing program and an overview of the meeting presentations. See attached slide.

(2) FPL (K. Harris) presented a discussion of the operational philosophy that FPL intends to employ for the safe operation of St. Lucie Units 1 and 2 with operators that are licensed on both units.

(3) FPL (J. Barrow) discussed development of emergency operating procedures for St. Lucie 2 and the schedule for upgrade of Unit 1 procedures. See attached slide.

NRC commented on the narrow time period available for emergency operating procedure revision followed by operator training and examination. FPL stated that they were confident that this concern would not impair operator performance on the license exam.

NRC also noted a concern about the rapid incorporation of the SPDS systems into the plant hardware and the slow response of the various NSSS owners groups to emergency operating procedure upgrading.

(4) FPL (J. Harrow) presented the status of the normal operating procedure development. See attached slides.

(5) FPL (D. Sager) identified the progress to date on Technical Specification development and expected submittals. See attached slide.

(6) FPL (J. Spodik) explained'he work that has been completed for identification of system differences. This discussion included how the identified system differences were incorporated into the training program. See attached slide.

(7) FPL (D. Sager) presented the proposed manpower needs for licensed operators assuming single and/or dual licensing. See attached slide.

(8) Concluding remarks on the presentation were made by G. Boissy.

NRC responded to the presentation with the following points:

0 (a) The NRC has no problems with the concept of dual licensing of supervisory personnel and, in fact, encourages this

-practice.

(b), The NRC defines supervisory personnel as the operations supervisor and the nuclear plant supervisor.

(c) The NRC is primarily concerned with the on-shift control room operators during the startup of Unit 2. They are concerned that an extensive demand on the use of Unit 1 operators for Unit 2 startup testing on a daily and over-time basis may necessitate transfer between units often.

This transferring between units would occur at a time when the plant conditions may likely be quite different from one plant to the other.

(d) The NRC would like FPL to consider a condition that limits transfer of operators between Unit 1 and' during power ascension testing. This condition would be relaxed after testing is complete, after technical specifications are verified as similar and after the emergency operating procedures are verified as similar. This verification would be closely coordinated with. NRC Region II I&K.

(e) NRC requested FPL to identify to them in an application for o'perator license exam how FPL would prefer to establish the conditions that preclude transfer of operators between Unit 1 and Unit 2 until such time. that the transfer restrictions are relaxed.

(f} The NRC will issue a letter to FPL with a description of the NRC's position on dual licensing.
