Subject:
Dual Licensing of St. Lucie Personnel During the St. Lucie Unit 2 operating license review, FPSL requested a
determination regarding licensing individuals for Units 1 and 2.
This is our normal practice at facilities where the units are considered identi al, such as Zion and quad Cities.
He do not issue dual licenses when the units are different, such as Arkansas Nuclear One, Units 1 and 2, and Millstone Units 1 and 2.
The units at St. Lucie fit neither of the above cases.
Consequently, we deferred our determination on dual licensing until we had an jpportunity to make an indepth review of the items we consider important.
In order for us to complete our review, FPLL will have to supply the following information for ourereview.
1.
The similarity of integrated operating procedures, abnormal procedures and emergency procedures to be used at each unit, including the time, if app1icable, when the abnormal and emergency procedUres will be nearly identical.
We require this information to determine the amount of information that an operator needs memorized and if instructions at one unit may be contrary to the other unit.
2.
The differences in the operating and transient response characteristics of the unit due to nuclear and hydraulic design differences.
3.
The significant differences in the Technical Specifications par ticularly in the area of limiting conditions for operation.

The differences in the Control Room design that could effect a licensed individuals actions during response to abnormal or emergency conditions.
5.
The differences in system designs.
FPSL has supplied this information.
We have it under review.

However', there may be a considerable time lag b efore these items are "identical".
Consequently, FP8L should address this subject also.
Please inform me by January 29, 'l982 of the schedule by when you will provide us the information in order for us to complete our review.
