DEGRADED GRID VOLTAGE-
'4i You stated in your letter of July 3, 1980, that the setpoints of the Westinghouse CV-2 voltage relays would be investigated fur ther and, upon completion of that investigation, revised Technical Specifications would be provided.
That investigation was to be completed in January 1981 per your letter of'eptember 12, 1980.
Please provide the.following information:
Relay voltage and time-delay setpoints with tolerances.

Your basis for selecting these setpoints.
3c Proposed Technical Specifications, including LCO s and surveillance requirements, per our letter of June 3, 1977.
The NRC position requiring coincidence logic to prevent spurious tripping of any safety related power train from its offsite power source is not met by the design described in your letter of'ovember 9, 1979.
With your design a spurious actuation or failure of a single CV-2 undervoltage relay will cause the power source of one train to separate from its offsite source and be connected to its diesel generator.
This is not acceptable.
A suggested minimum way of meeting this position would be to provide two undervoltage relays per bus and to series-connect their normally-closed contacts.
A preferred method would be to utilize three relays per bus with their contacts connected for 2-out-of-3 coincident logic.
Please provide your revised design to meet our position.
You are requested to provide the information identified above within 45 days of the date of this letter.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents, therefore, OHB clearance is not required under P.L.96-511.
