i A proposed revision to the St. Lucie Unit 1 Emergency Plan is enclosed.
Florida Power
& Light Company intends to implement the plan by April 1, 1981.
Appendices A through I of the Plan are included in the submittal.
Appendix A is the current draft of the State of Florida Radiological Emergency Plan (see attached letter of December 30, 1980 from R.
S. Wilkerson, Bureau Chief, Bureau of Disaster Preparedness, State of Florida).
Appendix J, a listing of Emergency Plan Implementing Procedures, will be submitted by March 1, 1981 with the procedures, Appendices B through I are support letters and agreements which are now in effect with State and Federal entities.
Aspects of this plan which relate to the State and Local government emergency response agencies must be considered subject to revision prior to implementation since the emergency plans of these agencies are still in draft form.
Further-
- more, we have just received the NRC review comments on the proposed Emergency Plan (received December 17, 1980 via telecopy from Mr. Oon Perrotti of your staff) which was submitted on July 23, 1980.
We intend to address the review comments in the near future.
Some equipment described in the St. Lucie Radiological Emergency Plan is not now in use, therefore, the availability of such equipment on April 1, 1981 is subject to the uncertainties of delivery and installation.
Specifically, this includes the computer system and accessories for monitoring radioactive effluents (per requirements of 10 CFR 50, Appendix I) and the Local Government Radio (LGR) to be used in the interim E.O.F.
