NRC Letter (W. Gammill) to all power reactor licensees, dated August 8, 1979 1.

With startup transformer lA or 18 out-of-service, verify per Guideline 1 and 2, Ref. 2, that the remaining startup transformer has the capacity and capa-bility to ensure adequate Class lE load terminal voltage to automatically start and continually operate within the equipment ratings of all Class lE loads.

Parallel operation of Units' and 2

4kv busses should be considered as discussed in section 8,2,1.3 of the 2.

Table A of Ref.

1 does not provide the load terminal voltages as required by Guideline 7, Ref. 2.

,Submit the Class IE load terminal voltage for the cases analyzed.

Submit Class lE load terminal voltages for minimum plant load and maximum offsite gr id voltage (Guideline 11, Ref. 2).

Ref. 1, page 2, paragraph 5 states that the analytical results were within 2> of actual plant test data.

Submit the test data and describe the standard plant test methods used to obtain the data.

Ref. 1, page 2, paragraph-3 states that backfeeding through the main transformer bank to the Class lE buses is possible but that the. generator would not be operated in this configuration.

If the backfeeding configuration to the Class lE buses is to be used in any mode other than a reactor shutdown mode an analysis of the voltage at the Class 1E load terminals should be provided.

6.

Assuming the conditions as stated in Case 2, Ref, 1 indicate whether the second level of undervoltage protection relay will drop out due to an attempted start of the largest non-Class lE load not previously running or spuriously tripped off 1 ine.

Ef plant procedures prohibit starting or re-starting a large non-Class lE load under these conditions please indicate.
