Subject:

Anchor Darling Double Disc Gate Valve Industry Resolution Plan

Dear Mr. Lubinski:

On behalf of the nuclear energy industry, the Nuclear Energy Institute 1 (NEI) is pleased to provide, for your information, the industrys near-term plan for addressing the Anchor Darling Double Disc Gate Valve (DDGV) issue. This plan is in response to a request made during the June 29, 2017 NRC public meeting regarding issues involving Anchor Darling valves discussed in the recently issued NRC Information Notice 2017-03, Anchor Darling Double Disc Gate Valve Wedge Pin and Stem-Disc Separation Failures.

The attached plan outlines the industry actions to address recent Anchor Darling DDGV OE, issuance of a revised Part 21 from the valve vendor, the development of additional technical guidance, and development of a strategy for response by those stations with valves susceptible to the identified condition. Our plan provides the forward-looking framework for the coordinated industry effort expected to drive the resolution of the susceptible Anchor Darling DDGVs using a graded approach. NEI is coordinating industry organizations to assure effective communications and recommended actions provided by the various groups are expeditiously addressed and aligned with the attached plan.

We look forward to continued interactions with the Staff to provide updates on the status of industry progress and address any identified concerns or information needs. We consider this a living plan with future augmentation expected when necessary to reflect new information, updated issue resolution methods, and interaction results with the NRC.

1 The Nuclear Energy Institute (NEI) is the organization responsible for establishing unified industry policy on matters affecting the nuclear energy industry, including the regulatory aspects of generic operational and technical issues. NEI's members include all entities licensed to operate commercial nuclear power plants in the United States, nuclear plant designers, major architect/engineering firms, fuel cycle facilities, nuclear materials licensees, and other organizations and entities involved in the nuclear energy industry.

Mr. John Lubinski July 14, 2017 Page 2 If you have any questions or would like to discuss aspects of this industry plan, please do not hesitate to contact me.
