APPENDIX A NOTICE OF VIOLATION Florida Power and Light Company St. Lucie 1
License No. DPR-67 Based on the NRC inspection April 30 through May 2, 1980, certain of your activi-ties were apparently not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 4.8.1.1.2.c.6, diesel generator load sequence timers are required to be operable within a tolerance band of +1 second.
As required by Technical Specification 6.9.1.9.a, a written report must be submitted to the Regional Director within thirty days if:
"reactor protec-tion system or engineered safety feature instrument settings which are found to be less conservative than those established by the technical specifications but which do not prevent the fulfillment of the functional requirements of affected systems".
Contrary to the above, on April 1, 1979 the licensee's performance of OP 040050, Periodic Integrated Test of the Engineered Safety Features, showed that nine timers were outside the
+1 second tolerance band and no report was submitted.
This is an infraction.
