REQUEST FOR ADDITIONAL INFORMATION ON DEG DED GRID VOLTAGE ST.

LUCIE UNIT 1 DOCKET NO. 50-335 Ref.

1 - Florida Power and Light (R.E. Uhrig) letter to the NRC (W. Gammill) dated November 9, 1979 Ref.

2 -

NRC (D.K. Davis) letter to Florida Power and Light (R.E. Uhrig) dated June 3, 1977.

1.

Relay operating curves of the h>stinghouse type CY-2 undervoltage relay show that the operating behavior between 905 and 1005 of the setpoint is not positively defined.

For the proposed relay setpoint (88.3Ã of 4160Y), the defined range is limited to 79.5X of 4160Y (905 of 83.3Ã).

Confirm that the proposed setpoint for time dial 1

will adequately protect all Class lE equipment from degraded voltage.

Also provide maxinam, and minimum limits to the setpoint (voltage and time delay) and verify that the emergency equipment will operate without damage or shortened life with the voltage at the minimum tolerance.

2.

Ref.

1 (pag'e 2) states that each Class lE bus has an individual undervoltage relay.

Show how this relay can provide coincident logic (such as 2 out of 3) to preclude spurious trips of the Class lE bus from off-site power as required by Staff Position l(b).

3.

FPL should subtoi i changes to the Technical Specification complying with the'requirements of the Enclosure of Reference 2,
