KJordan This is in response to your request for the views of the Nuclear Regulatory Commission (NRC) on the concerns expressed'n a February 19, 1980 letter from Nr. John D. Coulliette.

Opportunities for participation by potentially affected persons in matters involving nuclear power o

The routine introduction of weapons into the St. Lucie control

In regard to the. first issue', all interested members of the public are afforded an opportunity to participate in the licensing process applicable to nuclear activities falling within the jurisdiction of the NRC.

The opportunity to participate applies to any person, regardless of organi-zational affiliation.

Interested persons may comment on rulemaking actions j)roposed by the NRC and may also directly petition the Cotmission to issue, amend, or rescind any regulation.

In addition, any person whose interest, may be affected by g(1) a licensing proceeding, or by (2) certain proposed licensing actions announced in the Federal Re ister, may file a petition to intervene in the proceeding or reques a

ear ng on the proposed action, as appropriate.

The specific procedures to be followed are delineated in the NRC's Rules of Practice (10 CFR,Part 2).

Further, workers employed by NRC licensees have the opportunity to express their concerns regarding working conditions directly to representatives of the NRC Office of Inspection and Enforcement.

These expressions of concern may be made privately,.either orally or in writing, and may involve either past or present conditions.

In order to enhance the protection of workers who may provide information to the Commission on radiological-working conditions, anti-trust, safety, or security matters, the NRC is considering amendments to those portions of its regulations related to employee dfscrfmfnatfon.
