Mr. J. P. O'Reilly, Director, II koch 4, 1980 Region L-80-73 Office of Inspection 5 Enforcement U.S. Nuclear Regulatory Commission 101 Marietta Street, Suite 3100 Atlanta, Georgia 30303

Dear Mr. O'Reilly:

RE: RII:JJL Docket No. 50-389 79-18 As requested, we are providing the. following clarifications concerning the physical inspection of protective coating material by Receiving guality Control for container data and marking and the preparation of Nonconformance Report 869R.

l. Item lA on Florida Power 8 Light Receipt Inspection Report Form 4307-1.1, (Revision 12/76) entitled "Container Data and Markings" documents the physical in-spection performed by Receiving gC to verify lot or batch numbers of delivered pro-tective coating materials against documentation provided by the supplier. For the material in question, lot numbers for both the resin and cure containers were the same, 690 7161. This portion of the physical inspection was performed on October ll, 1979 and the material was determined to be acceptable. A Nonconformance Report was not required.
2. However, Nonconformance Report 869R was prepared on October 12, 1979 fol-lowing the exit interview of the subject inspection. The primary punpose of this NCR was to assure through written controls that future deliveries of protective coating materials would be handled in the same manner as other safety-related material and not delivered directly to the paint storage facility. Surveillances performed by guality Assurance have verified that deliveries of protective coat-ing matierals are segregated until receipt inspection approval, at which time the material is released via a R'equisition on Stores to the paint storage facility.

Very truly yours, Robert E. Uhrig Vice President Advanced Systems 8 Technology REU:GDW/tg Attachment AC'.
