St. Lucie Unit 1

Docket No. 50-335 Show Cause Order In response to Section V of the Show Cause Order for St. Lucie Unit 1 issued by your office on January 2, 1980, Florida Power 8 Light Company (FPL) provided a response showing cause why St. Lucie Unit 1 should be permitted to continue operation until the scheduled March 15, 1980 refueling outage.

This information was submitted by FPL letter L-80-29 dated January 22, 1980.

The purpose of this letter is to provide additional information in support of continued operation of St. Lucie Unit 1 until March 15, 1980.

In our January 22, 1980 submittal, FPL committed to meeting the requirements of the Order by February 15, 1980 with the exception of valve position monitoring of the power operated relief valves (PORV) and the pressurizer safety valves.

Our submittal committed to the installation of a valve position monitoring system during the March refueling.

We also provided technical justification in support of our position that a one month delay in the installation of the monitoring system would not adversely affect the public health and safety.

We continue to maintain that the currently installed redundant and diverse instrumentation described in our earlier response is adequate in detecting and

. providing indication of a leaking or open PORV or pressurizer safety valve.

However, in order to provide additional assurance, FPL will station, for the

interim, a dedicated, qualified observer in the control room on a 24 hour-per-day basis until March 15, 1980.

In this regard, we propose to station the qualified observer in the control room during operation to monitor PORV and pressurizer safety valve performance under transient or accident conditions and assuring proper response to any valve malfunction.

This observer wi 11 have received special instructions as to his actions in the event of such a transient or accident.

He will immediately monitor RCS

pressure, Pressurizer Relief Tank level and temperature,'PORV position indicating lights, and tail pipe temperatures.

If there are indications that a

PORV or safety valve has lifted and not reclosed as it should have, the PEOPLE... SERVING PEOPLE

observer will immediately inform the Shift Supervisor or licensed operators so that the proper actions can be taken immediately.

We believe that this additional

measure, in conjunction with the information contained in our earlier responses, clearly justifies the continued operation of St. Lucie Unit 1 until the scheduled March refueling outage.
