Dear Mr. O'Reilly:

Re:

RII:JPO Docket No. 50-389 I. E.Bulletin 79-02 Rev.

2 Florida Power

& Light Company has reviewed I. E.Bulletin 79-02 (Rev.

2) concerning the use of expansion anchor bolts.

The revision introduces new concerns regarding

( 1) the use of expansion anchors in concrete block walls and (2) the use of means other than base plates to transfer piping support loads into expansion anchor.

St. Lucie Unit 2 does not have any expansion anchor applications in concrete block walls or any application utilizing structural steel shapes rather than base plates.

The bulletin revision also contains some additional discussion regarding the verification of anchor bolt pre-load.

For St. Lucie Unit 2, anchor bolt pre-load is demonstrated by means of torque testing and tensioner testing.

All installed anchors are inspected by torque testing and one out of 50 are subjected to tensioner testing.

The test load is greater than one-fourth of the bolt ultimate capacity and thus exceeds the bolt design load.

Ultimate capacities have been determined by on-site testing performed by the anchor manufacturer.

Very truly yours,

.Robert E. Uhrig Vice President Advanced Systems 8 Technology REU/JRP/ah cc:
