Dear l1r. Eisenhut:

Re:

St. Lucie Unit 1

Docket No. 50-335 Effects of Fuel Clad Research Data on ECCS Anal sis Our letter L-80-9 of January 9, 1980 responded to your letters of November 9

and November 27, 1979 concerning the potential effect of new fuel clad research data on the ECCS analysis for St. Lucie Unit 1.

This letter follows up our commitment to provide the results of an evaluat',on by our fuel vendor.

In order to respond to the NRC concern in a timely manner, our fuel vendor performed an analysis for the operating plants with their fuel.

The attached analysis was performed for the plant most limited by the new NRC models for the previously determined limiting break size.

The Combustion Engineering ECCS Evaluation tlodel of September, 1978 was used for this analysis.

The method for including the new NRC rupture strain and blockage models is described in detail in Section III of the attached report.

Results of the analysis are summarized. in Section IV of the report.

lilith higher (more conservative) strain and blockage, a lower peak cladding temperature than calculated for the reference cycle was obtained.

The applicability of the analysis to St.

Lucie Unit 1 is provided in Sections V and VI.

As a result of the analysis documented in the attached

report, we believe that the ECCS analyses performed for our plant by our fuel vendor continue to be in compliance with the limi'ts of 10CFR50.46.

Very trul
