RII:JPO Docket No. 50-389 IE Bulletin 79-23 FPL has reviewed the events described in IE Bulletin 79-23, Potential Fail.ure of Emergency Diesel Generator Field Exciter Transformer.

The following information is submitted in response to Items 1 and 2 of the subject Bulletin:

1.)

There is no direct circuit between the primary winding of the excitation power transformer and the generator neutral.

The generator neutral is grounded through a

25 KVA, 4160/240 V transformer and 1.4 ohms resistor.

The excitation power

. transformer is not grounded.

2.)

Preoperational testing of the diesel generators will be discussed in the St. Lucie Unit 2 FSAR, Section 14.2, which is scheduled for tendering in March 1980.
