'EETING HELD ON SEPTEMBER 26, 1979 At the request of the applicant, a meeting was held on September 26, 1979 in
- Bethesda, Maryland to discuss the schedule and format for submittal of the application for an operating license for the St. Lucie Plant Unit 2.
The attendees are listed in'the Enclosure.
Ihe applicant stated that it plans to submit the Final Safety Analysis Report and Environmental Report in March 1980 and that its projected fuel load date is October 1982. 'he plant is estimated to be about 355 complete at the present time.
The applicant stated that the Final Safety Analysis Report
( FSAR) will be sub-mitted in accordance with Regulatory Guide 1.70, Revision 3.
However, for cer' tain documents that are coo+on to St. Lucie Plant Units 1 and 2 (e.g.,
emergency plan and industrial security plan), the applicant proposed that the St. Lucie 2 FSAR would contain only references to indicate that the information has been submitted on the Unit 1 docket,.'he staff stated that the information-should be submitted on the Unit 2 docket in order to make the Unit 2 docket complete; Tt>e staff indicated that it would be acceptable for a document to be submitted simultaneously on both the.Unit,l and Unit 2 dockets.
The Environmental Report is to 'be submitted in accordance with Regulatory Guide 4.2, Revision 2.
The applicant plans to r eference the EnvironmentaT Report-Construction Permit stage (ER-CP) for those matters that are still applicable, addressing only those matters that have changed and those new matters that are not addressed in the ER-CP stage.
Since the ER-OL stage will contain limited information, the applicant agreed to provide up-to-date copies of the ER-CP stage as required by the staff to conduct the review.
The staff i ndicated that it would like a copy of the National Pollutant Di s-charge Elimination System (NPDES) permit prior to issuance of the Draft Environ-mental Statement.
Although the Environmental Protection Agency has issued an NPDES permit for Unit 1, the applicant expects to obtain a second permit for Unit 2.
The staff indicated that it relies on the limits contained in the NPDES permit in the environmental review and development of the environmental p~

.The staff advised the applicant to review and respond to the short-term and
'ong-term requirements to be implemented bp the Corrmission as a result of the accident at Three Mile Island Unit 2.
Yereover, the staff. suggested that it hight be appropri'ate to address the near-term requirements'in the ESAR.
These requirements are discussed'n recent letters to applicants and licensees and in NUREG-0578, "TNI-2.Lessons Learned Task Force Status Report and Short-Term Recommendations."
The applicant questioned whether there has been a change in requirements for financial data submitted by applicants.
The staff indicate'd that it was unaware of any changes, but would consult with the appropriate staff reviewers and so advise the applicant.
Subsequently, we consulted with the financial staff and were informed that there has been no change in the requirements for financial in format ion.
