APPENDIX A NOTICE OF VIOLATION Florida Power and Light Company St. Lucie Nuclear Plant, Unit No.
1 License No. DPR-67 Based on the NRC inspection May 29-30, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6 '.1, procedures shall be estab-lished and implemented.
Contrary to the above, procedures AP 0005720 and gl-2-PR/PSL2 were not implemented in that:
AP 0005720, Revision 6, dated March 25,
- 1977, requires (Section 8.2.7) that personnel who make less than 80 percent on any portion of the annual examination shall attend lectures in those areas and 5 of 17 persons scoring less than 80 percent in one or more areas of the 1977 annual examination did not attend the lectures on those areas in 1978.
gl-2-PR/PSL2, Revision 5, dated March 1977, requires (Section 4.3) that Department Heads establish departmental personnel training standards
- and, as of May 30,
- 1979, such standards had not been prepared for the Mechanical Maintenance, Electrical Maintenance, and Instrument and Control Departments.
This is a Deficiency.
