LUCIE DEGRADED GRID VOLTAGE (TAC 10052)
FPL letter dated September 22, 1976, states the setpoint of 895 of 4;16 KV for the low voltage protection system corresponds to 83$
of 480Volts.
It also states'hat the 4 KY motors are designed to operate at 864 of 4160V and the 460V motors are also designed for operation at 86K of 480V; Provide the voltage analysis to demonstrate that the safety equipments of the 480 volt emergency buses 'operate without damage at your undervoltage setpoint.
The analysis should also address how the existing time delay will preclude spurious trips for short duration and motor starting voltage conditions.
Describe your coincident logic used on the und rvoltage protection.
Technical Specification Change should include total number of channels per bus and channels to trip.
Describe how IEEE Std. 279-1971 requirements are satisfied in the design of your undervoltage protection scheme.
The voltage monitdrs shall automatically initiate the disconnection of offsite power sources whenever the voltage setpoint and time delay limits have been exceeded (NRC letter June 2, 1977, Position 1 (d))-
Describ how your system meets this requirements.
FPL letter dated September 22, 1976, states, "The loss of offsite power under voltage relays remain functional through the loading sequence and operation of the diesel-generators."
FPL letter dated July 25, 1977 seems to contradict by stating, "Approximately 0.2 seconds. aFter the diesel generator breakers are closed, the 4.16 KV bus undervoltage relays are bypassed."
Clarify the discrepancy.
In the event an adequate basis can be provided for retaining the load shed feature when loads are energeized by the onsite power system, it is required that the=
setpoint value in the Technical Specifications specify a maximum and minimum limit. It is also required if load shedding is inhibited that the load shedding reinstatement be automatic when onsite breakers trip.
Provide basis and Technical Specification Change.
- The Technical Specifications shall include a r quirement, for tests:
(1) simulating loss of offsite power in conjunction with a safety injection actuation signal; and (2) simulating interruption and subsequent reconnection of onsite power sources to their respective buses.
Submit Technical Specification Changes if they do not exist.
Refer to Position 3, HRC letter dated June 2, 1977, Safety Evaluation and Statement of Staff Positions Relative to the E;urgency Power Systems For Operating Reactors.
