By letter dated July 18, 1977 we requested that Florida Power and Light Company (FPL) incorporate surveillance requirements, for throttle valves in the St. Lucie Unit No.
1 emergen'cy core cooling system (ECCS).
You responded to our request by letter) date) September 20, 1977 and September 21, 1978.
Your response provided justification that the existing Technical Specifications and procedures were adequate 'surveillance requirements for the ECCS throttle valves.
