Dear Sir:
During the recent training audit conducted at St. Lucie Plant by Mr. Rhulman and Mr. Jenkins of the NRC I & E office, we were issued a notice of violation in regard to our licensed operator requalifi-cation program.
Section 8.2.7 of our accepted program states that "Individuals who make more than 70% but less than 80% on the annual written examination shall attend the lectures in those categories until he receives an examination grade of 80% or better".
Contrary to the above,:certain individuals did not attend the required lectures.
The individuals in question did, however, make grades greater than 80% on the examinations following the subject lecture series.
We feel this met the intent of the procedure section 8.2.7.
However, in light of the notice of violation mentioned
- above, we are submitting amended license renewal applications for Mr. J. Villar Docket 855-5883, License
//OP-4289, and Mr. E.R. Tilley Docket //55-3092 License I'/SOP-2947.
These amended applications are submitted to comply with the requirements of your letter of December 9,
1977 concerning renewal applications.
To preclude future occurrences of this type, we are proposing the following change to our requalification program, FP&L Administrative Procedure 0005720.
8.2.7 Individuals who score less than 80% on any section of the annual examination shall either attend the lectures on those categories, or review the subject material for those categories until he receives a grade of 80% or more on the examination following the applicable lecture series.
The above change is submitted for your review and approval.
A prompt response is requested so that we may implement the proposed change to our procedure.
