Re: St. Lucie Unit 1 Docket No. 50-335 Mechanical Snubbers Our letters L-78-87 of'March 10, 1978 and L-78-115 of April 3, 1978 proposed an amendment to Technical Specification Table 3.7-2 (Safety Related Hydraulic Snubbers) in order to permit replacement of selected hydraulic snubbers with equivalent or better mechanical snubbers. During a recent telephone conversa-tion with your staff, we were informed that our proposal is expected to be approved soon, and we were requested to agree to perform .a,periodic visual inspection of the replacement mechanical snubbers. We have. considered the request and agree to visually examine all safety-related mechanical snubbers and linkages for evidence of inoperability at least once every 18 months.

We plan to replace 42 hydraulic snubbers (as listed in the aforementioned letters) during the upcoming refueling outage. Since the outage is scheduled

, to begin in April, 1979, it would be very helpful if we had a revised Table 3.7-2 to use in finalizing our snubber replacement plans. Your staff's continued efforts toward approving and issuing a revised Table will be greatly appreciated.
