Box 529100 Hiami, Florida 33152 The Coomission, in extending the date for full implementation of this rule from August 24, 197& to February 23, 1979, made it very clear that licensees would be expected to expedite full implementation of their security plans in ordep to meet the requirements of the regulation by the February date.

They also made it clear that further extensions of time for full implementation would not be considered.

Therefore, your request for exemption is denied.

'However, your modified amended security plan (HASP) as currently developed with certain modifications, if supplemented with compensatory measures that provide equivalent protection in lieu of those items that will not be fully implemented by the February date, may. provide the protection required by 73.55.

I suggest that you take insrediate steps to provide supplements to your plan describing the necessary compensatory measures for each of the items identified in your letter requiring additional time for completion.

In order to assure that the 'supplements will contain the necessary infor-

mation, I suggest that your staff contact Hr. HcPeek, St. Lucie Unit 1

revieu;::team leader, to discuss the compensatory measures prior to their submittal.

By implementing compensatory measures in conjunction with your HASP by February 23~ 1979, you can provide the level of pro-tection required by 73.55.
