'our comments and implementation schedule for the staff positions generated as a result of that meeting within 30 days of receipt of your letter.

j The letter contains 43 staff positions to-each of which FPL must respond by committing to implement the specific position, proposing an acceptable alter-native resolution with justification, 'or providing a basis by which the present fire protection program addresses'he position without further action.

In many cases, an extensive engineering evaluation is necessary to provide the information necessary for FPL's decision-making.

Once that decision is

made, considerable effort is likewise required to develop a schedule which is both reasonable and realistic.

On the basis of our preliminary review, we believe that an additional 60 days is required to provide a response of that magnitude.

We do not believe that such a submittal schedule is unreasonable in light of the history of the fire protection review for St. Lucie 1.

In response to NRC's request, FPL performed an extensive and very detailed Fire Hazards Analysis for the plant and submitted it for NRC review on March 31, 1977.

That analysis provides much of the information necessary for demonstration of the adequacy of the existing fire protection program at St. Lucie 1.

Since early 1977, a number of site visits have been tentatively scheduled and subsequently postponed.

Nearly two years after discussions concerning a fire protection site visit to St.

Lucie, 1 began, the long awaited visit finally occurred.

To impose upon FPL a requirement to respond to the 43 staff positions within 30 days of their receipt, in light of the slippage in schedule which the review has

seen, is both unreasonable and unduly burdensome.

Accordingly, we will provide our response and an implementation schedule for the staff's fire protection positions by April 3, 1979.
