Co'mmonwealth Edison Company Dresden Nuclear Power Station NOTICE OF VIOLATION Docket Nos. 50-237; 50-249 License Nos. DPR-19; DPR-25 As a result of the inspection conducted on February 15 through April 2, 1991, and in accordance with 10 CFR Part 2, Ap~endix C, General Statem~nt of Policy and Procedure for NRC Enforcement Actions (1991) the following violation was identified:

10 CFR 50, Appendi~ B, Criteria III, Design Control, requi~es, in part, that design control measures shall provide for verifying or checking the adequacy of design, such as by the performance of a suitable testing program.

When a

  • test program is used to verify the adequacy of a specific design feature, i_n lieu of other verifying or checking process, it shall include suitable qualification testing of a prototype unit under the most adverse design conditions.

10 CFR 50, Appendfx B, Criterion XI, Test Control, requires, -in part, that all testing required to demonstrate that systems *nd components will perform satisfactorily in-service is identified and performed in accordance with written procedures that incorporate the requirements and acceptance limits in applicable de~ign documents.

Contrary to* the above, the Standby Liquid Control (SLC) anticipated transient without scram modification design test specification, issued on September 24, 1986, and the post modification test, performed in 1988, failed to verify the adequacy of design related to minimum net positive suction head to support two pump parallel operation under the most*adverse design conditions.

The design test specification failed to address critical parameters including solution temperature and volumetric efficiency.

The post-modification test failed to incorporate the necessary acceptance limits

.regarding hydraulic stability and flow to demonstrate that the SLC system would oper~te for sufficient duration.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are req~ired to submit to this office within 30 days of the date of this Notice a written statement of explanation and reply including, 1; for each violation the corrective actions that have been taken and the results achieved and, 2; the corrective actions that will be taken tb avoid further violations, and 3; the date of which full compliance will be achieved.

Consideration may be given to extending your
