SUBJECT:

INITIAL, LIMITED AND REQUALIFICATION RETAKE EXAMINATION REPORT During the week of February 4, 1991, Messrs. M. Bielby (RIII NRC), along with contract examiners C. Carroll and R. Miller (Sonalyst), administered one limited and seven initial license examinations to employees of your organization who operate your Dresden Nuclear Power Station. Additionally, two employees were re-examined on areas in which they received unsatisfactory results from the previous NRC requalification examination administered the weeks of July 16, and July 23, 1990.

At the conclusion of the examination, any generic findings that evolved as a result of the examinations were discussed with those members of your staff identified in the enclosed report.

Overall, the NRC commends your staff for their cooperation in administering this examination.

Two primary programmatic concerns were identified as part of the examination process.

One programmatic concern in the area of examination security is detailed in Section 5, and a second in the area of operator complacency toward procedure/plant/radiological deficiencies is detailed in Section 3 of the enclosed report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a.copy of this letter and the enclosures will be placed in the NRC Public Document Room.
