NRC GENERIC LETTER 89-13, "SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT," DATED JULY 18, 1989, BRAIDWOOD STATION UNITS 1 AND 2, DRESDEN STATION UNITS 2 AND 3, ZION STATION UNITS 1 AND 2 (TAC NOS. 73968, 73969, 73995, 73996, 74090, AND 74091)

By letter dated January 29, 1990 and supplemented on November 14, 1990, Commonwealth Edison Company submitted the first of two required responses to the subject generic letter (GL).

Noting that you have committed to each of the five recommended actions of GL 89-13, or to an equally effective alternative course of action for one or more of them, we accept your response as fulfilling this requirement of the generic letter.

We remind you that if a licensee or applicant chooses a course of action different from the recommended actions of the generic letter, the licensee or applicant should document and retain in appropriate plant records a justifi-cation that the heat removal requirements of the service water system are satisfied by the use of the alternative program.

We look forward to receiving the second of the two required responses to GL 89-13.
