SUBJECT:

REQUALIFICATION EXAMINATION REPORT During the weeks of July 16 and 23, 1990, the NRC administered requalification examinations to twenty-four employees of your organization who operate your Dresden Nuclear Power Station.

At the conclusion of the examination, any generic findings that evolved as a result of the examinations were discussed with those members of your staff indentified in the enclosed report.

Four major discreparicies were identified in your requalification training program as specified in Section 4 of the enclosed report. These include:

Operator Communications.

Use of only one simulator operator.

Absenct: eif training with the second RO on the panels as the Center Desk Operator.

Lack of simulator fidelity (e.g., modelin9, malfunction inadequacies, equipment inoperabiiity and abnormalities).

Because the Center Desk Operator is a licensed position, we request that you respond within 60 days of the date of this letter, with your plans to prevent recurrence of item (3) above.

As a result of this evaluation, your requalification program has been assigned an overall program rating of satisfactory in accordance with the criteria of NUREG-1021, ES 601, Revision 5.

Pursuant to your requalification program requirements, the two crews and three individuals with unsatisfactory results shall be removed from licensed duties until remediation and re-examination have been satisfactorily completed.

The crew failures will not require re-examination by the NRC.

During the second requalification examination conducted the week of July 23, 1990, initial license re-examinations were administered.

The three individuals, who previously failed their initial license written examinations the week of February 20, 1990, successfully passed.

In addition, there were only two post-exam comments on the RO exam and none on the SRO exam.

This indicates a thorough pre-exam review by the licensee.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC Public Document Room.
