JUL 2 o 1990 We have received the enclosed Federal Emergency Management Agency (FEMA) correspondence dated June 13, -1990, transmitting the findings for the offsite emergency preparedness aspects of the Dresden Nuclear fower Station's exercise conducted on November 1, 1989.

FEMA identified no deficiencies in the performances of offsite agencies during the exercise.

The report does identify four areas requiring corrective action (ARCA); however, FEMA has withdrawn one ARCA identifying it as a planning issue.

Based on its review-of the final exercise report and schedule of corrective actions, FEMA concluded that offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate offsite measures can be taken to protect the health and safety of the public living in the vicinity of the Dresden Nuclear Power Station.

We fully recognize that any corrective actions to be implemented may invcilve parties and political institutions which are not under your direct control.

Nonetheless, we would expect the s~bject of offsite preparedness for the area around the Dresden Nuclear Power Station to be addressed by you as well as others.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed FEMA report will be placed in the NRC Public Document Room.
