This refers tu the routine safety inspection conducted by Mr. I. l. Yin of

this office on June 4-8, 11 dnd 13~14, 1990, of ~ctivities ~t the Dresden

Nuclear Power Station, Unit 3, authorized by NRC Operating Licens~ No. DPR-25

and to th~ discussion of our findings with Mr. E.

D~ Eenigenburg and others of

your staff at the coriclus1on of the inspection.

The enclosed copy of our inspection report documents our evaluation of your

correctivt: actions conducted for the findings identified in your self-initiated

engim:ering oriented functiona1 inspecti,on and testing of the emergency diesel

~enerato~ system, which was a detailed vertical slice review of the system

design and performance.* With.iii this drea, the inspection consisted of a

_selective. examination of procedures d11d representative records, observations,

  • and interviews with personnel.

We recognize the extensive resource commitr,1ent required in the performance of

this effort, which resulted i~ several significant findings.

Positive actions

were taken* both by the site and corporate organizations to promptly.correct

most of the findings identified.

Of *the 459 specific findings, 31 remained

open at the time of this .inspection.

However, the-inspection identified two

issues where ~dditional attention may-be warranted. lhe first issue aealt

with ir1terface difficulties between the QA group and the station in resolving

some findings.

The difficulties related to the required level of detail in

engineering evaluations utilized to close an item, and the closure of an item

prior to corrective action i~plementation based on proposed implementation.:

The second dealt with inattention to detail.

~he inspection found examples

where personnel either worked outside -0f the bounds of a procedure, were nbt

given adequate work instructions, or signed off on test results as acceptable

without explanation when the test failed to meet the stated acceptance

criteria.

No violations of NRC requirements were identified during the course of this

inspection.
