- July 3, 1990 MEETING TO DISCUSS COMMONWEALTH EDISON'S PROPOSED MOTOR OPERATED VALVE PROGRAM PLAN IN RESPONSE TO GENERIC LETTER 89-10 (TAC NOS. 75657, 75652, 75706, 75707, 75741, 75742, 75675, 75676, 75640, 75641, 75633 AND 75634)

On July 3, 1990, the NRC staff met with Commonwealth Edison Company (the licensee) to discuss the licensee's proposed Motor Operated Valve (MOY)

Program Plan in response to Generic Letter (GL) 89-10. A list of the attendees is provided in Enclosure 1. A copy of the slides used by the licensee is provided in Enclosure 2.

The lice-risee began by presenting an overview of the compar1y's projected financial situation to show that the MOY program is only one of several resource intensive activities. The licensee is proposing to integrate all these activities and prioritizt: them based on safety significance, reliability economics, and public policy. Based on its current estimates, the licensee is proposing to rnmplete the MOY program by 1998 at a total cost for its twelve plants of 24.7 million dollars.

GL 89-10 states that the MOY program should be completed within 5 years or three refueling outages of the date of GL 89-10 (June 28, 1989), whichever is later. For the Commonwealth Edison plants, GL 89-lO's completion should be in 1994.

The licensee then presented the details of its MOY program.

The licensee is currently procuring vendor information as part of the design basis review.

The licensee stated that obtaining this information is, in many instances, very difficult and may have to be supplemented by the licensee's own analyses.

The licensee intends to complt:tt: the design basis revit:w by December 1992 before beginning th~ testing program.

The testing ptogram will include th~ static testing of all the MOVs within the program - approximately 1540 MOYs for the twelve plants. Tlie licensee proposes to.ust: the results of an EPRI testing program, along with the results of the design basis review to justify not testing all the MOVs under design basis conditions. The licensee's estimate for completion of the MOV program and total cost assumes that none of the MOVs will be tested under design basis conditions.
