Gentlemen:
This refers to the routine announced safety inspection conducted by
Ms. V.P. Lougheed of this office on February 5 through March 8, 1990 of
activities at Dresden Nuclear Power. Station,*units 2 and 3, as authorized by
NRC Operating Licenses, DPR-19 and DPR-25, and to the discussion of our
findings with Mr. E. -Eeningenbu~g and other members of your staff at the
contlusion of the inspection.
The purposes of this inspection were to f61.lowup on previously identified
items relating to non-licensed operator training and engineering support of
modificaticins, and to review the results of your Containment Integrated Leak
Rate Test ana local penet~ation leak rate testing.
Within these areas, the
inspection consisted-of a selective examination of procedures and representative
records", __ observations, and interviews with personnel, as* well as independent
computation of your leakage. results.
The results of this inspection indicate t~~t you ~ave resolved the concerns
.that we had in _the areas of non-licensed training and handling of* modifications.
Your control of temporary alterations appears to.be a strength, in that they
are few in number *and of short duration.

In regard to your leak rate program, the results of your as-fo~nd integrated
test exceeded the limits of Appendix J.
Therefore you are required to submit,
for Commission a~proval, the schedule of your next integrated test.
During this inspection certain of your activities appeared to be in violation
of NRC requirements as specified in the entlosed Notice.
A written response
is required.
The report also addresses two other violations relating to
failure to test certain penetrations and failure to perform local leak tests
at pressure Pa.
These violations are not included in the enclosed Notice.
In
the. first case your efforts met the criterii specified in Section V.G ~f the
NRC 1 s Enforcement Policy for Non-cited* violations.
In the secd~d case you had
initiated.actions which met the criteria specified in Section V.A of the NRC
1 s
Enforcement Policy for non-cited violatiohs.
In addition to the vi-0lations
identified, ihe report also addressed an unresolved item dealing with the
testing requirements for the small diameter pneumatic lines entering
containment through penetrations X-112A & B.
We understand that you will
resolve this issue by completion of the study-on Containment Isolation Valve
Testing Requirements for the Dresden site and submittal of this study to :the
NRC's Office of Nuclear Reactor Regulation for app~oval,
