JUL J O 1999 We have ~e~iewed your response regarding an allegation we forwarded to you by our letter dated April 21, 1989 (copy attached).

Our correspondence requested your review and followup on an allegation concerning certain calculations associated with changes to the ori~inal instrumentation setpoints for the Average Power Range Monitors (APRMs) at the Dresden, Quad Cities, and Zion plants (RIII-89-A-0039).

Your letter of June 22, 1989, (copy attached) describes the action your staff took to resolve the setpoint calculation issue.

Following a conversation.

with Mr. J. J. Harrison of my staff, the scope of the NRC's request was expanded to verify other selected major setpoints.

We have reviewed your action plan, site specific results, setpoints design bases, and conclusions.

Our review has determined that your setpoints are correct, have an adequate design bases, and your current controls appear to be adequate.

We understand that you plan to continue your corporate setpoint control review to upgrade the current program through enhancements and standardization.

No. violation of NRC requirements were identified.

We therefore consider the actions of CECo and the review of the NRC to be complete and this allegation (RIII-A-89-0039) closed.
