Gentlemen:

This refers to the routine safety inspection conducted by Mr. A. S. Gautam and

other NRC representatives of this office on April 3 through May 24, 1989, of

activities at the Dresden Nuclear Power Station authorized by NRC Licenses

No. DPR-19 and No. DPR-25 and to the discussion of our findings with

Mr. E. D. Eenigenburg at the conclusion of the site inspection.

The purpose

of this inspection was to review the licensee

1s corrective action regarding

previously identified environmental qualification 10 CFR 50.49 related issues.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

It is our understanding based on LER 89-005, that certain EQ equipment may be

unqualified due to a lack of physical inspections during the implementation of

your EQ program.

As an interim resolution to these findings, you have prepared

a Justification For Continued Operation (JCO) for the suspect equipment not yet

physically inspected.

In addition, you have committed to performing physical

inspections during the operation of Units 2 and 3, and to complete all of the

reviews under your LER corrective action program by the end of your next outage

in September 1989.

It is also our understanding that you now plan to shift the onsite EQ activities

to the Technical Staff Department, assign EQ activities to several inspectors by

September 1989, and further review QA/QC involvement in EQ activities.

No violations of NRC requirements were identified during the course of this

inspection .
