RESPONSE TO NRC BULLETIN 88-04 RE:

Dresden Nuclear Power Station, Units 2 and 3, Quad Cities Nuclear Power Station, Units 1 and 2 On May 5, 1988, the NRC staff issued NRC Bulletin 88-04, "Potential Safety-Related Pump Loss.

11 The bulletin requested the evaluation of all saftty-related pumps for; 1) pump-to-pump interaction durfng miniflow operation that could result in dead-headfng of one or more of the pumps, and 2) the adequacy of the minfmum flow bypass lfnes with respect to damage resulting from operation and testing in the minimum flow mode.

Bulletin 88-04 also requested that within 60 days of receipt of this bullet in, licensees are to pro_vide a written response that {a) sununarizes the problems and the systems affected, {b) identif1es the short-tenn and long-tenn modifications to plant operating procedures or hardware that have been or are being implemented to ensure safe plant operations, (c) identifies an appropriate schedule for long-tenn resolution of this and/or other significant problems that are identified as a result of this bulletin, and (d) establishes justification for continued operation particularly with regard to General Design Criterion 35 of Appendix A to Title 10 of the Code of Federal Regulations {10 CFR Part 50),

"Emergency Core Cooling" and 10 CFR 50.46, "Acceptance Criteria for Emergency Core Cooling Systems for Light Water Nuclear Power Reactors.

11 Furthermore,Bulletin 88-04 requested licensees to provide a written response describing the long-tenn actions taken within 30 days after completion of these actions.

By letter dated July 11, 1988, you responded to Bulletin 88-04. However, this response indicated that an addf tfonal 3 months would be necessary in order to adequately complete an *evaluation of NRC concern (2) identified above.

And, althou9h your response did not provide the infonnation requested fn items (b) and (c) above, we do understand that these items can not be fully addressed

. *- until the evaluation of NRC concern (2) is completed. Consequently, within 90 days of receipt of this letter, we will expect to receive the rest of your 60 day response to Bulletin 88-04. This subsequent response should include the completed evaluation of NRC concern (2), and a schedule for items (b) and (c).

Also, within 30 days of completing all long-term modifications, you are still required to provide us with an appropriate description of those modifications.
