Dear Mr Davis:

This letter is to document the con_versations between Richard Kiesel (NRR), Mark Ring (Region III) and myself, during the weeks of December 7 &

14, 1987.

These conversations concerned the status of Commonwealth Edison's progress towards accomplishing action items of I. E.Bulletin 85-03 (Motor Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch settings).

The letter stated that action items C & D were completed by all of Commonwealth Edison's stations with the exception of Quad Cities Station.

The Quad Cities schedule was as follows.

Action Item c - Completion of valve testing Completed by the end of the April 1988 refuel outage Action Item D - Revision of procedures Completed by March 31, 1988 Clarification of this schedule was provided in subsequent telephone conversations. Regarding the item of valve testing, Quad Cities Station had indeed tested the valves required by the bulletin but evaluations of the test results recommended changes to the valve settings.
