Facilities: Dresden Nuclear Power Station, Unit Nos. 2 and 3 Quad Cities Nuclear Power Station, Unit Nos. 1 and 2 Surmiary of Meeting Held on September 14, 1987, to discuss the Review of Flued Head Anchors.

Background:

On September 3, 1987 a conference call was held with NRR, Reg. III and CECo staff members (Conferees are listed in Attachment 1). One of the subjects discussed was the flued head anchors used for the containment penetrations in both the Dresden and Quad Cities Stations and how, or if, they meet the requirements of, IE Bulletin 79-14. During the call the CECo staff said that appropriate da.ta on that subject would be provided to the NRC staff.

This was done on the September 24, 1987 meeting.

The attendees are listed in Attachment 2 and the agenda is given in attachment 3.

Surmnary of CECo Presentation:

The CECo staff presented details according to the agenda. After presenting the history and the original design detail5 they presented a justification for the treatment of the containment penetrations. They also presented some details of the penetration for the CECo facilities concerned (see attachment 4 for a typical flued head anchor and support).

The CECo staff concluded that the original design for the Dresden and Quad Cities station was acceptable and that there is no need to evaluate the as-built ~esign of *the flued ~ead ~nder IE 8u11~ttn 19-14 penetrations.

In the conference call on September 3, 1987 CECo also presented preliminary details regarding continued operation criteria for LPCI piping. This was supplemented by a submittal dated September 4, 1987.

Further details regarding this operability question were provided in this September 14, 1987 meeting.

The CECo conclusion was that the LPCI piping was operable and that the preliminary details in the September 4, 1987 letter would be withdrawn.

Conclusions:==

After a short caucus the NRC staff presented the following conclusions based on the presentations:

1.

The CECo presentation did not appear to be sufficient for the staff to agree or disagree without further study.

2.

The staff had a concern that the design basis may not have been properly implemented in some respect such as the appoi~tment of loads on anchors and assumptions in the frame analysis.

3.

The staff would have to examine the.FSAR's.for the two stations before coming to a final conclusion.

4.

The further study could consists of, in addition to the examination of the FSAR's, an audit of design calculations and/or inspection of the facilities.

5.

The operability question regarding the LPCI piping will also be considered by the staff.

6.

A written response to the CECo presentation will be provided by the staff as promptly as possible.
