This refers to a ~pecial task force review of equipment performance for the Dresden Nuclear Power Station conducted by NRC Region III during the period April 20 - May 7, 1987.

The task force charter was to determine if systematiC:

equipment problems existed which had been overlooked by the.NRG or

'Commonwealth Edison*.

Further, a three year time period from 1984 through 1986 was selected as a basis for this in-d~pth review.

This period was defined to ensure that sufficient information was reviewed so that* Tong term trends could be observed and meaningful;~onclusions could be reached~

The enclosed report documenting our review efforts identifies areas examined.

Within these areas, the review consisted of a selective examination of procedures and representative records, observations, and interviews with both NRC and licensee personnel..

Whil~ no violati~ns of NRC requirements were identified as a result of this review, the task force made a number of observations and recommendations to which I call your attention. The majority of these are outllned in Section.

.IV, "Conclusions," with additional specificity provided in.the body of the report. These observations include the following:

  • O As it now stands, the trending program for Maximum.Occurrence Reports (MORs) is based only on individual component failures, and nqt identical component failures.* The task force recommends that you evaluate the effectiveness of the MORs and take those actions necessary to make them
  • more effective as a preventive measure, by expanding their trending ability.

The monthly computer printout of required lubrication changes lists no critical date by which the lubrications must be performed to ensure component operability. *In addition, the program d.oes not account for each component.in a group of identical components, but, rather, lists the group as one item.

The task force recommends that you expedite the issuance of a procedure governing the lubrication program and expand the lubrication list to account for each component.

With regard to the instrument calibration program at Dresden, the balance

  • of plant instruments which are out of range are adjusted without issuing a Deviation Report (DVR}, as is done for Technical Specification related instruments.

Thus, no meaningul preventive maintenance information is obtained from the majority of recalibrations.

The task force recommends.

that yo~ evaluate the scope of DVRs to provide better information

  • relative to trending of instruments out of calibration.range.

We request that you review the items identified above and provide a response to Region III by 30 days from receipt of this letter, including your views on these issues and what actions you are taking or plan to take in these areas.

  • In accordance with 10 CFR 2. 790 of the Commission's regulations, a copy of this letter, the enclosure, and your response to this letter will be placed in the NRC Public Document Room.

The responses requested by this letter are not subject to the ~learance procedures of the Office of.Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
