DRESDEN UNITS 2 AND 3 COMPLIANCE WITH GDC-17 (TAC 60944, 60945)

Re:

Dresden Nuclear Power Station, Unit Nos. 2 and 3.

As a result of the August 16, 1985 event at Dresden Unit 2 where the normal supply of offsite AC power was lost, the staff raised questions regarding compliance with 10 CFR Part 50, Appendix A, General Design Criterion (GDC*) 17 for Dresden Units 2 and 3.

By letter dated December 13, 1985 and December 31, 1985 Cormnonwealth Edison Company (CECO) provided a review of the electrical distribution system and related Technical Specifications for Dresden Units 2 and 3 to assess compliance with GDC-17.

Enclosed is the staff's safety evalu-ation. Based on the evaluation the staff finds the Dresden Units 2 and 3 desia~

satisfies the interpretation of GDC 17 in use at the time that the units were -

licensed (1969-1971). Although recently licensed plants have considerable more independence in their required offsite power supplies, based on the staff review of the design and recent operating experience of Dresden Station, we find no obvious problems that warrant consideration of backfit *under 10 CFR 50.109, and do not believe that providing a second full capacity line* will provide a signifi-cant *improvement in the public health and s9fety *.

  • Therefore, we consider that the design of the electrical distribution system is in accordance wfth GDC 17.

. Specifications to allow a cross-tie betw~e'n Units *2 and 3 for bus-ti.e 24-1/34-13.

We will.report on the acceptability of the' Technical Specification change in a separate licensing action.
