Re:
Dresden Nu~lear Power Station, Unit Nos. 2 and 3 The enclosed safety evaluation (SE) provides the results of the staff's review of your submittals on the seismic reevaluation of reinforced concrete masonry
- walls at Dresden Units 2 and 3 *. These submittals were provide~ in response to IE Bulletin 80-11. The staff's*evaluation is based on the results of reviews
- performed by Franklin Research Center, which* are presented in the enclosed Technical Evaluation Report.
As presented in the. staff's SE,'.Enclosure f, the staff conch.ides that IE Bulletin 80-11 has been.fully resolved for Dre~den Units 2 and 3 and that there is a reasonable assurance that the safety-related masonry walls at Dresden Units 2 and 3 will withstand ~he specified design load tonditions without impairment of wall integrity or the performance of the required safety functions.
In addition to addressing the masonry wall design adequacy, the SE also discusses the capability of the Dresden Unit 2 masonry walls to withstand the Systematic Evaluation Program (SEP) seismic loading.
As presented in the enclosed SE, the
. staff concludes that the masonry walls at Dresden Unit 2 are adequate to with-stand SEP seismic loading~ The staff will report on the final dispensation of the SEP topic concerning seismic qualification in a future supplement to the Integrated Plant Safety Assessment, NUREG-0823.
- By letter dated October 6, 1986~ you.provided an analysis for staff review supportinq the use of the leak~befor~-break concept for establishing the acceptability of masonry walls associated w.ith the Reactor Water Cleanup*
System.
As.indicated in the staff SE the concept of the leak-before-break analysis is currently under review as a broad-scope rule making issue and the adequacy ~ill be addressed at a: later date.
