TRIP REPORT ON VISIT TO REGION III TO DISCUSS WITH COMMONWEALTH EDISON THE RESULTS OF THE FIRST HALF OF THE I&E INSTALLATION AND TESTING INSPECTION OF DRESDEN 3 On May 21, 1986, I visited the Region III offices to attend a meeting to discuss with respresentatives of Commonwealth Edison (CECo) the results of the first half (Installation part) of the I&E Installation and Testing Inspection of an I&E chosen sample of t~e modifications made during the current Dresden 3 outage.
After a brief introduction by. C. Norelius, Region III, the I&E inspection team leaders, J. Konklin, R. Lloyd and S. Stern, presented the results and conclusions reached in the Installation Inspection. A presentation by CECo was then made based on their evaluation of the results furnished during the inspection and at the interim briefing on May 7, 1986.
C. Reed, corporate Vice-President started and was followed, in order, by J. Abel, Director of the Station Nuclear Engineering Department; D. Scott, Plant Manager; and D. Galle, corporate Vice-President - Nuclear.
CECo agreed in general with the team's findings but presented some justification as to why some modifications were processed and implemented as they were.
D. Scott presented proposed corrective actions for specific defi ci enci es.
C. Reed closed the preseritation b_v telling whe~e CECo plans to make more general improvements in plant procedures.
He then requested an opportunity for another meeting in 30 days to present CEC0 1s long-term solutions for all of CECo's nuclear stations.
J. Keppler, Region III_ Regional Administrator, responded by inqicating that CECo's level of concern still needed to be increased.
In response to a request by Mr. Reed, Mr. Kepp 1 er agreed that the next meeting cou 1 d be he 1 d at the -site.
J. Taylor, Director, Office of I&E, stated the hope that the inspection ~nd, CECo's corrective actions would lead.to a goodCECo preventative maintenand!
program so that an operator error does not-cascade into a severe event.
