-discuss issues rel~ting to the plac~~ent of a liquid hydrogen storage tank on the Dresden site for use in the hydrogen water chemistry (HWC) program.

A list of attendees is enclosed. There were no viewgraphs used during the discussions.

The staff made* it clear at the outset of the meeting that, because of the

  • importance of the *implementation of the HWC program for BWRs and need -for lar~e quantities of hydrogen (H2) on sites fo~ this implementation, that efforts by both the NRC and the licensee must be directed toward making the siting of liquid H? tanks possible within existing staff guidelines for the siting of tanks containing explosive materials.

Following another discussion of the t~nk and its placement.on the Dresden site, there was a discussion of initiators of the possible*accidents which could release the contents of the tank. These included the following:

..,,. 1..;... Jci-rnados - The' tank could be damaged by a missile such that it dumps

__.,th_e. contents.

However, a discussion of the meteorolOgical conditions existing in the area led to a staff request that post-tornado meteorological conditions be thoroughly discuss*ed in the licensee's submittal.

2. Aircraft crashing into.the tank.
  • 3.

Cranes on 'site which collapse and strike tank.

4. Truck accidents which rupture the tank.

The licensee agr~~d to treat the above in its submittal.*

In oihe~ ~iscussions, the licensee's contractors indicaied that NASA had.

p*erformed tests to ~

to get suddenly released H?. to drift without ignition.

In every case, ignition occurred.

The staff aske~ for documentation.

Also, the staff indicated that blast calculations must include' peak reflected over-pressure.

The licensee will comply *. Discussions of the rupture discs 1
