ENVIRONMENTAL QUALIFICATION OF ELECTRICAL EQUIPMENT IMPORTANT TO SAFETY - EXTENSION OF DEADLINE Re:
Dresden Nuclear Power Station, Unit No. 3 Secti-0n 50.49(g) of 10 CFR Part 50 requires that each holder of an operating license_j.ssued prior to February 22, 1983, shall, by May 20, 1983, identify the electrical equipment important to safety within the scope of this section already qualified and submit a schedule for either the.qualification to the provisions of this section or for the replacement of the remaining electrical equipment important to safety within the scope of this section.
This schedule must establish a goal of final environmental qualification of the electrical equipment within the scope of Section 50.49(g) by the end of the second refueling outage after March 31, 1982, or by March 31, 1985, whichever is earlier. The rule also provides that the Director of the Office of Nuclear Reactor Regulation may grant requests for extensions of
- this deadline to a date no later than November 30, 1985, for specific pieces of equipment if these requests are filed on a timely basis and demonstrate good cause for such an extension, such as procurement lead time, task
. complications and installation problems.
In addition, 10 CFR 50.49(h) provides that each licensee shall notify the Corrnnission of any significant.
equipment problem that may require extension of the completion date provided in Section 50.49(g) within 60 days of its discovery.
In compliance with 10 CFR 50.49(9), by letter dated May 19, 1983, the Commonwealth Edison Company (CECo) identified electrical equipment important to safety already qualified and submitted a schedule for either the quali-fication-or for the replacement of the remaini.ng electrical equipment important to safety within the scope of this section.
The schedule established a goal of final environmental qualification by the end of the second refueling outage after March 31, 1982.
Mr. Dennis January 3, 1985 On July 31, 1984, CECo filed a timely request for an extension of the schedular requirements of 10 CFR 50.49(g) for replacement of equipment that cannot be replaced by March 31, 1985 for Dresden 3.
The second outage scheduled after March 31, 1982 for Dresden 3 was to start in March 1985.
However, because of the extensive length of the previous outage, which did not end until July 24, 1984, the next outage is now scheduled to begin September 1, 1985 and, according to CECo, in any event will begin no later than November 30, 1985.
Although some of the required replacement work was completed during the previous outage, replacement of all other equipment could not be done since the delivery dates were developed to support installation during the originally scheduled March 1985 outage. These items will now be installed during the Fall 1985 outage.
The equipment to be modified or replaced is as follows:
Electric Motors Instrument Racks Motor Operators Position Switches Shield Walls Solenoid Valves Temperature Switches Transmitter - Trip Switches Justifications for continued operation for unqualified equipment rema1n1ng in the plant were furnished in a letter from CECo dated May 21, 1984 and are still consi.dered valid by CECo.
The staff has reviewed the July 31, 1984 submittal and concludes that the request for extension is timely, within the scope of 10 CFR 50.49(g) and demonstrates good cause for the requested extension.
The items des,ribed in the list above will be qualified no later than startup of Dresden 3 from the next outage, scheduled for September 1, 1985, but in no event later than November 30, 1985.
This request for extension of deadline is. hereby granted.
