This refers to the improper insertion of control rods at Dresden Unit 2 which occurred on January 9, 1984 and the subsequent actions taken or planned by Commonwealth Edison Company to assure that recurrence of a similar problem is min.imized.
Based on telephone conversations between C. E. Norelius of my staff and D. Galle, B. Stevenson and D. Scott, Commonwealth Edison Company, we under-stand that corporate *tand plant management have reviewed th1 s event and have
- initiated corrective actions. Based on our discussions, we understand that:
you will:
- 1.
Prior to the Unit 2 startup from hot standby, require a *qualified nuclear engineer to be in the control roomr;;,during control rod evo 1 ut ions as defined 1 n Operating corder 2&*-84.
- 2.
Conduct "Tailgating 11 training sessions with each oncoming shift prior to the shift assuming their operating responsibilities.
