SUMMARY

OF MEETING HELO ON JANUARY 24 0 1983 A meeting was held in Bethesda, Maryland with representatives of CECo and Exxon.Nuclear Company (ENC) to discuss the local'_stability analysis and other issues connected with the proposed use of four 9X9 1 ea~J assemblies to be included in the Dresden 2 Cycle 9 Reload core.

A 11st

.of attendees is provided in Enclosure 1 and an agenda of the items discussed is sh'.9.wn in Enclosure~)**

During the presentations the staff made it clear that the'.~reload core must meet GOC-12 particularly relating to uncontrolled osdf~1 lat ions in the 9X9 bundles, The staff also emphasized that materhl concerning stability, expected to be furnished f<Q)lowing meetings held in September 1982, had not been~ received.

  • The ENC r-ep.resentatives discussed in some detail the.ir stab.ility analysis including the conservatisms built into it. The staff ~essed concern that the analysis was n core average; treatment instead of a treatment of individual 9X9 assemblies.v I

The representati~es from CECo briefly di@cussed *the experiments to be done on the core if 9X9s are included ana itCwas emphasized that, if local instability pr<>blems arise, the 9X9 control rods would be inserted for the remainder of this cycle. They also d1scusse'L,fhe 5601 contingency situations required if the 9X9Qf,,are not approved and t>S~

requeste,4. a decision on the 9X9s be made qui~ly so that the reload not be d~~~ayed. The staff agreed to furnish an answer by Thursday, January 27; 1983 as to whether a 9X9 LA thermal hydraulic review can be done. This decision can be made only if the above information flows are expedited~

It was agreed that the staff would be fi.Jrnished the following information:

1. The ENC analysis of the parameters resulting when a(!ull 9X9 core is used~
2. Preliminary inf;fbnnation de.J,crib:ing the ENC stability analytical mo.de model along \\~ith a formal request for staff review of that model.

3. A description of the planned stability tests to be performed by CE Co at Ores den 2 with the four 9X9s c::>in the core and the c;>

criteria for surveillance and safe operation.with the four 9X9s.

In addition the staff consultant was to prepare and provide through the NRC to ENC, a table of input parameters for their code calcu9 lations.

ENC was then to quickly provide data corresponding to these

  • p*aram~ers. This information will allow the staff to perform an aud1t of the full core ENC 9X9 data.*

During the ENC presentations, viewgraphs were used. Copies were furnished to the staff for their use and files but were declared proprietary information by ENC *.
