Units 1 and 2 By letter dated June 17, 1982, you requested a change to the\\D.)chnical Specifications whiQh would clarify the responsibilities of the licensee during emergencies. This wou'.fd involve taking necessary !lctions.which could be required to protect the public health and safety, even though such action may not be in full accord \\'Jith. sqme provisions of the.
Technical Specifications.
We have determined that 1\\f)would be inappropriate for the staff to act on your request before thE{]pp11cable 10 CFR Part 50 regulatfon becomes effective (See 47 Federal Register 35996, August 18, 1982, for the proposed rule).
Accordingly, we will not be taking any action on your June 17, 1982 application and are, therefore. arranging to have your remitted license fee of $3200 returned to your company.
