FIRE PROTECTION RULE - 10 CFR S0.48(c)(S) - ALTERNATIVE SAFE SHUTDOWN - SECTION 111.G.3 OF APPENDIX ~TO 10 CFR SO - DRESDEN STATION UNITS 2 AND 3 The Fire Protectfon Rule (10 CFR 50.48 and Appendix R to l 0 CFR SO-) became effective on February 17, 1981.
Paragraph 50.48(c)(S) required submittal of design descriptions of modifications needed to satisfy Section III.G.3 of Appendix R to l 0 CFR 50 by March 19, 1981.
By letters dated January 29, 1982 and March 16, 1982, you submitted the design.description of modifications required to meet Section III.G.3 of Appendix R to.10 CFR SO for Dresden Station Units 2 a.nd 3.
We have reviewed your submittal and find that additional information is required for us to complete our review.
The i~fonnation required was originally requested from you by letter dated February 20, 1981. Enclosure l to this letter indicates what infonnation you have* not supplied. Provide a complete response to items indicated in the enclosure within 60 days of receipt of this letter. If your response is not complete at that time, you will be found in violation of 10 CFR S0.48(c)(S).
Such a violation will be a continuing one and a civil penalty m~y be imposed for each day the violation continues. is our contractor's report evaluating the post fire shutdown capability at Dresden Station Units 2 and 3.
- provides a rewording of the request for info.rmatfon included with generic letter 81-12. This rewording is the result of meetings with representative licensees who felt that clarification of the request would help expedite responses. It does not fnclude*any new requests and, there-fore, will not adversely affect licensees' abil fty to respond to generic letter 81-12.
. Enclosure 4 provides information regarding our criteria for evaluating exemption requests from the requirements of Section pt.G.2 of Appe_ndix R..

We have reviewed your submittals dated January 29, 1982 and March 16, 1982, regarding associated circuits~ From the limited information provided we cannot conclude that associated circuits have been adequately addressed.
We request that you provide a point-by-point response to the February 20, 1981 generic letter 81-12, with respect to interaction of associated circuits.
Your response should include fire damage to control room panels and logic panels located elsewhere.

Your submittal indicates that the safe cold shutdown analysis depends on the ~anual operation of valves (TCV-3904 A and B) located in the fire area where the fire has occurred.
In addition this analysis takes credit for valves located in the fire area as failing in the open position.
The valves in question are the shutdown cooling heat exchanger valves.
The licensee should demonstrate that these valves will.fail in the open position due to a fire~

Your submittal dated May 19, 1981, Item D, is not clear. There are concrete enclosures which protect valves M02-1301-3 and M03-1301-3 individually, which are inside large fire areas~ With a fire in the large fire area, access to these valves is prevented'.
You should demonstrate how valves located~tn the affected fire area are going to be manually operated.
